How do you activate polls with Php bulletin board creating communities?

I put a Php bulletin board on my web site. To test it out, I voted once in my poll. Since then the poll is shut off. On the bottom it reads "You cannot vote in polls in this forum." I tried a different computer and also I couldn't vote, and any visitors can't vote. Is there a way to turn on the poll in the forum so folks could vote?

1. It may be keeping track of who voted. Are you logging in as a different user and attempting to vote?
