What do I need for an online bulletin board?

If I want to do a bulletin board, one similar to this one with categories where people can post and answer to posts, what do I need to do?

1. Are you looking for some place to do it all for you or do you want to set it up on your own server to manage your self.

   If the latter, than I suggest something like PHP BB. I've used it before at work and it was pretty painless to setup if you know how to setup a webserver and a MySQL database.
