suitable material for bulletin board?

in the past we used plywood for our neighbourhood bulletin board, however it became to hard over time to tack on thumb tacks or staples.Your answers are appreciated.

1. Cork board. Most hardware/craft shops have it.
2. I made a gigantic bulletin board for our office out of blue board (the foam stuff) it should do for an outside bulletin board since it is weather proof. and comes in 4x8 sheets.
   
   You can get silver, pink, or blue, or white.
   
   Overtime it too will get full of holes, but the stuff is very cheap to replace.
