why dont i get free chat on my club penguin user and on my other user does?

ok i go to for example on ice breaker server for club penguin i dont get free chat ,but then on my other user i go to ice breaker again and it works.what is going on???????
can i change it off standard safe chat?

1. Cuz you put one on safechat where u cant talk ur own things
2. yeah you can:
   
   1. click on the question mark on the chatmark
   
   2.There are 3 options, first one is mecome a member or cancel yuor membership. the second one is change your password. and the third is help
   
   3. under those three options there is a square that says , ultimate safe mode.
   
   Click on the square and it will ask you a parent password
   
   You need to know it to change the ultimate safe mode
